Play this online game named Event Finder.

With this app you can find all facebook events, but unfortunately, it's not possible to filter by city or country, only by name.
What I suggest is to create events with a certain pattern like "Event Name - PARTY@NY", and then when you look for PARTY@NY, you will find all parties at New York.
