Keeping in view the honorable Prime Ministers vision of Transforming India by 2022, Government of India has identified 117 Aspirational Districts across 28 states for rapid transformation and inclusive growth. These districts have been selected on the basis of composite index across five sectors (Health & Nutrition, Education, Agriculture & Water resources, Financial Inclusion, and Skill development). These districts have hitherto lagged behind on several key indicators and specific developmental parameters including Health and Nutrition.

Recent shift towards Universal Health Coverage (UHC) has resulted in significant improvements in key health indicators such as maternal and infant mortality in the country. The progress though impressive has not been even across the country and there are significant inter-state and intra-state variations. These 117 Aspirational Districts needs urgent attention, among others, on health and nutrition to accelerate the pace of socio-economic development in order to ensure equitable growth across the districts.

Supportive Supervision (SS) mechanism has been envisaged as an integral component for improving the health and nutrition indicators under the Aspirational District Program. It involves periodic visits to different levels of health facilities along with community visits, by a mixed skill team comprising of representatives of Government Health Department, other related department and development partners. The objective is to identify gaps for addressing them locally, at sub-district or district level, state or national level.

In order to enable a uniform mechanism for collecting relevant information, a standard Supportive Supervision checklist for District, Facility and Community visits has been developed and introduced by Ministry of Health and Family Welfare (MoHFW) in October 2018. This will help in multilevel analysis and also generate the data for action.

The Supportive Supervision website has been designed for data entry and analysis of key interventions across Health and Nutrition. In addition, this would provide real time data from healthcare facilities and communities to National, State and District levels program officers, managers and other related stakeholders for monitoring, analysis, and feedback on aspirational district program. Hence, the SS website will be linking the overall Supportive Supervision mechanism with improvements in program performance.
