In 2013, two national-scale professional organizations, namely the Association for English Education in Indonesia or The Association for the Teaching of English as a Foreign Language in Indonesia (TEFLIN) and the Indonesian Psychological Association (HIMPSI) agreed to establish a PT Pusat Test Services Indonesia (PT PLTI) with the general aim of ensuring the professionalism of standardized test services. In particular, PT PLTI is aimed at:

1. meet national needs in the field of measuring English language proficiency and basic academic abilities;
2. Optimizing the use of national potential in the field of measuring English language proficiency and basic academic abilities so that
have high global competitiveness;
3. develop standardized tests of English language proficiency and basic academic abilities;
4. administering tests of English language proficiency and basic academic skills professionally in an online format; and
5. carry out legal responsibilities related to the implementation of the Test of English Proficiency (TOEP) and the Basic Academic Potential Test (TPDA).

The establishment of PT PLTI is stated in the Deed of Establishment No. 4 dated 28 April 2014 and has been approved by the Minister of Law and Human Rights of the Republic of Indonesia in accordance with the Decree of the Minister of Law and Human Rights Number AHU-40831.40.10.2014 dated 22 December 2014 which has been updated with Decree of the Minister of Law and Human Rights number AHU-0009575.AH.01.02.2016 dated 20 May 2016. The classification of PT PLTI's activities is included in the field of education support activities with the code KBLI 85500.

To achieve the aims and objectives of the educational support activities above, PT PLTI carries out the following business activities:

1. Development and implementation of the Test of English Proficiency (TOEP) which is an English Language Proficiency Test (TKBI) to measure proficiency
listening and reading in English online.
2. Development and implementation of the Basic Academic Potential Test (TPDA) which is a Basic Academic Ability Test (TKDA) to measure abilities
individual cognitive skills that a person needs to be able to complete studies or develop themselves in an online Higher Education environment.
3. Development and implementation of tests or other assessments outside of the ability test as stated in points (1) and (2) online.
