As a worker with the city it is your job to go out and help those who are in violation of the City Ordinance. You must clean the house while keeping the Hoarder calm and happy or you could cause serious damage to the Hoarder. The City will have the Hoarder taken away if you cannot help her meet the expectation of the City.
